Job Description

JOB TITLE: Plumbing Supervisor


FLSA STATUS: Nonexempt


POSITION SUMMARY: Under broad supervision, supervises the installation, repair and maintenance of plumbing systems. Oversees and manages plumbing related projects at a federal installation. Employees in this job class make decisions necessary to ensure continued base operations. This job class requires comprehensive knowledge of plumbing methodologies; federal and state codes, laws and regulations and the ability to organize, budget, and manage multiple projects.


  1. *Supervises staff; ensures a competent, motivated staff through hiring, training, counseling, and reviewing performance.

  2. *Directs and supervises skilled plumbing work in the installation, maintenance and repair of plumbing systems. Plans and develops work schedules, equipment usage schedules, priority of plumbing expenditures and procedures for plumbing systems maintenance.

  3. *Estimates material and labor.

  4. *Ensures budgetary guidelines are met; prioritizes expenditures to stay within budget and assists in the preparation of capital and operations budgets.

  5. *Schedules and prioritizes tasks, and ensures adherence to procedures, regulations and guidelines while minimizing errors and safety risks.

  6. *Manages governmental compliance program and develops compliance reports.

  7. *Manages time cards, sick days and vacations for staff to ensure departmental coverage and customer satisfaction.

  8. *Acts as a technical resource to field personnel and actively engages in field issues.

  9. *Reviews work in progress and completed to ensure that work is performed according to instructions.

  10. *Participates in a variety of departmental and other meetings on a regular basis.

  11. Performs other duties and special projects as assigned.


  • Associates Degree in Mechanical, Electrical or Civil Engineering or other related field; or a comparable combination of formal education and work experience;

  • Five or more years of experience in the plumbing trade supplemented by two or more years of experience as a skilled plumber and at least one year of supervisory experience;

  • Knowledge of the tools, equipment and materials common to the plumbing trade;

  • Knowledge of applicable plumbing codes;

  • Knowledge of supervisory principles, practices and techniques;

  • Knowledge of the mechanics of operation of equipment such as pumps, boilers, heaters and other plumbing components;

  • Skill in the installation, repair and maintenance of all types of plumbing systems;

  • Skill in estimating time and materials common to the trade;

  • Computer literacy including skill to operate word processing, spreadsheet, Internet, and presentation software applications;

  • Ability to develop and implement technical training programs;

  • Ability to communicate effectively both orally and in writing; and to present information and respond to questions from vendors, customers, management, and others;

  • Ability to build effective working relationships with staff, customers, and others;

  • Knowledge of ISO 9000.

WORK ENVIRONMENT: Work is performed in an office/shop/warehouse environment half of the time. The remainder of work is performed on job sites, in a construction environment around various tools and construction equipment.
